Law Enforcement
The greatest liability a department has is the firearm, and
most officers only "use it" once a year ( some times longer!) and never
really train with it. If you noticed, I stated "use it" because most
departments only have their officers show up once a year to "qualify". The
Supreme Court has ruled that law enforcement agencies shall train
with firearms to include decision making (shoot/don't shoot) and multiple
targets. The courts have also ruled that qualifying is not training.
